Summary of Shaping School Culture

The evidence is clear—leaders can shape productive school cultures that set the context for student learning and increases staff efficacy. Although the most pervasive current criterion for judging schooling effectiveness is based on measures of student learning it is the culture that mostly influences it.

This current emphasis on outcome data alone misses the essential issues of effectiveness. Leaders must understand the research and theories of how internal school processes, procedures and methods impact staff effectiveness and student learning. The goal of all schools is student learning. The business of the school is keeping on the antecedent variables that impact learning. Goals and outcomes are essential but leaders must also inspire a culture that will enable goals to be reached.

To attain the goals of an organization, various internal structures and processes need to be in place. These include:

  1. a focus on organizational health;
  2. developing norms of collegiality;
  3. fostering high staff morale;
  4. communication;
  5. decision-making processes; and
  6. collaborative administrator and teacher leadership.
An organization's ability to continuously improve can be directly attributed to addressing and promoting these key elements. The organization's inability to continuously improve can be directly attributed to not addressing and promoting these key elements.
