Jolene decides to ask her 3rd grade team to engage in an experiment to test some ideas she's learned about regarding data collection. In preparation, Jolene compiled the baseline fluency rates of the 3rd graders this year using the norms established by their curriculum team. Jolene began, "This graph shows each student (along the X axis) and how well they scored on the baseline fluency probe. You’ll also note that each of the fluency targets is identified for the 3 testing periods. What does this graph show us?"
