| Dr. New, superintendent of the Wellthoughtof Community School district was concerned. He had just finished a meeting with Mr. Thrift, president of the local Farm Bureau. The meeting had centered around the school district's property tax rates. Mr. Thrift's point was that compared to other school districts in surrounding counties, the Wellthoughtof Community School district's rates seemed high. Mr. Thrift had asked Dr. New, “Why?" Dr. New had only been on the job for two weeks, but he did know from talking with Ms. Penny Pincher, the board secretary, that the school district only had two discretionary levies in place, the Management fund, and the board approved portion of the Physical Plant and Equipment levy. |
