Instructional Support Program
(IowaCode, Chap. 257.18-.27)
Descretionary Funding Sources

School districts may participate in the Instructional Support Program by taking the following steps:
  1. Board may adopt a Resolution of Intent to institute an Instructional Support Program in the amount not to exceed ten percent of the regular program district costs; including the budget adjustment or guarantee for the budget year.
  2. This resolution should also state the purposes within the General Fund for which the monies will be used, and the method used to fund the program, which shall either be through property tax or a combination of property tax and income surtax. The maximum time period, if approved by the voters, is ten years.
  3. If the board wishes to have this resolution at a regular or special election of the patrons of the district, they must publish a Notice of Public Hearing and also the date for the election to be held. A 50% majority is required to approve the resolution.
  4. If the board passes a resolution to participate in the Instructional Support Program, the maximum time period is five years. If there is an objection to the board resolution to participate in the Instructional Support Program a petition may be filed within 28 days of the resolution of the participation adoption date. The greatest of 30% of the number of voters at the last preceding regular election or 100 eligible electors must sign this petition. If a valid petition is filed, the school board can choose to rescind its resolution of participation or hold an election for the time period stated in the resolution of participation.
