The Iowa School Foundation Formula has not been challenged in the court as has occurred in many other states. The reason for this is the equality that has been built into the School Foundation Formula process. The $5.40 uniform levy varies based on the taxable assessed valuation of each school district. Thus, the difference between the uniform levy and the foundation level of funding is state aid and creates a funding equity, which has been in place ever since 1971.
Each year the Legislature establishes an allowable growth percentage for the succeeding budget year. This percentage is multiplied times the state average cost per pupil to determine the dollar value for the allowable growth for the succeeding budget year. Then each school district adds the allowable growth dollar per pupil to their current year's cost per pupil.This is only mentioned because allowable growth is determined by the percentage, times the state average cost per pupil; not the situation where the percentage is times the local school district's cost per pupil to determine the allowable growth value. |
