Using the 2 X 2 Matrix for Designing a Plan
Multidimensionality

Use this matrix when you are trying to work through two seemingly opposing forces or concepts.

Examples:
  • Concern for change and for people.
  • Reducing costs and increasing support
  • Customizing service and increasing consistency.
  • Concern for change and stability.
An Example
In this example an AEA is working through the opposing concepts of creating standardization in AEA services and customizing services for LEAs.

The problem stems from the challenge of a merger among three AEAs who will requested to serve a variety of needs and wants for the districts they serve. A concern that personnel resources will be stretched thin throughout a large geographic area has necessitated the need for this application of the 2 X 2 matrix to understand the concept of multidimensionality. The process will result in a plan for the next 1-3 years.

Creating the Matrix

Create a 2 X 2 matrix. Label the Y axis with the name of one opposing force and the X axis with the other.

Begin by defining the upper left and lower right quadrants.

  • Data tools: run charts, pareto charts, histograms,
  • Change processes
  • Use of organizational development assessment instruments
  • Systems thinking

Each district can determine:
  • What consultant they want
  • What training they want
  • Amount of time provided for training
  • Implementation (or not)
  • Implementation and Results measures

Special Note
Often the lower left quadrant (LOW/LOW) is left blank because it is undesirable and therefore not worth taking time to complete.

However, some find it helpful to use this space for listing the antithesis to your preferred future.

Each building/district is assessed to determine system-wide prior knowledge and work implemented in their area of requested service.

If the prior knowledge is basic, any consultant would be able to provide the same quality of service, presentation, and support for implementation.

If prior knowledge is more advanced, a consultant with expert knowledge will be assigned to complete the work for this district.

Write the Plan
Insights that resulted in using the 2 X 2 matrix led to the following 2-3 year plan for the new AEA:
  • Identify core knowledge each consultant will need to deliver consistent quality in instruction and service (first 6 months).
  • Create an organizational assessment (rubric) to determine level of training/service needed within an LEA (6-12 months).
  • Identify and assign experts for the following areas: curriculum (reading, math, science), data collection and analysis, and technology (8-18 months).
  • Pilot the process (18-24 months).
  • Assess process and determine areas for improvement (18-30 months).
