No matter what structure you decide to use, you must pay attention to the following foundations as listed in the Iowa Professional Development Model: |

- A focus on curriculum and instruction.
- Study of implementation.
- All site and district personnel responsible for instruction participate in the professional development.
- Goals focusing on student learning.
- Intensive professional development that is sustained over time.
- Collaboration among teachers on a regular basis.
- Ongoing follow-up, support, and technical assistance.
- Formative and summative evaluation.
