Victor, who has a long history of behavior problems, assaulted another student in a middle school classroom. Victor had assaulted peers on a number of occasions and was constantly aggressive toward students as well as teachers. On the day of the assault, a substitute teacher was in charge of the class. She was not informed of the Victor's tendency to misbehave and attack other students. Victor is served in a special education classroom. He is sent to your office for disciplinary action. If you suspend Victor, he will have been removed from school for the 11th time. What do you need to do?
