Administrators' Role in Creating a Standards-based System Content Expert

Shirley KellyShirley Kelly is an administrator with the Charles City Community School District serving as the district School Improvement Coordinator and presently as the High School Principal. Prior to the past five years with Charles City, she was an Area Education Agency consultant for eight years working with school improvement; curriculum, instruction, and assessment; mathematics; and Early Childhood. Her initial teaching experience was in the Charles City High School mathematics department for twenty-two years. For the past three years, she has worked for Iowa ASCD presenting the Classroom Assessment strand of their Curriculum Leadership Academy.

Shirley holds a masters degree in Secondary Administration from Drake University. While working as an AEA consultant, she participated in extensive learning opportunities with Robert Marzano and other McREL consultants and with Rick Stiggins and Assessment Training Institute personnel. These two individuals and their organizations have had a major impact on and provide the foundation for Shirley’s work with educators to increase student achievement.
