How many of your district employees can explain the district's mission statement and philosophy to a member of the public or a neighbor or an out-of-town relative? Do your district employees understand the long-term and short-term district goals? How can they help the district reach goals they do not understand, or perhaps are not even aware of?

Admiral Elmo (Bud) Zumwalt, Jr. was born in 1920 and served as President Richard Nixon's Chief of Naval Operations. Zumwalt was the youngest naval officer to ever be promoted to Rear Admiral (age 44), the youngest four-star Admiral, and youngest Chief of Naval Operations (age 49).

Admiral Zumwait revolutionized Naval practice by making every attempt to get every person on board his ship of command informed as to the “what we’re about, not only why we were doing each tactical evolution…” but also how it all fit together. Admiral Zumwait wanted his team to be on board not only in theory but in everyday practice, regardless of how routine a maneuver might be (Peters, p 236).
