| Be sure you know the Code as it speaks to public notice of meetings, closed session, rules of conduct at meetings, the qualifications and required oath for directors, appointment of secretary and treasurer, rules related to a quorum, and contract law. |

If a board meets twice a month, averaging three hours per meeting, that's two meetings times three hours times twelve months...72 hours! That's not a long time to make a difference in the lives of childrenwhich is the primary reason community members run for their local board.
The Code of Iowa must speak directly to board members and to a school district. Dillon's rule states that unless a law authorizes school boards to take an action, they cannot take that action. We can only do what we are told, specifically, that we can do!

The Iowa Code gives the board power and also limits their power (280.19). It is clarified by rules. (Chapter 256). It addresses board responsibilities: the board's duty to bargain (Chapter 20), to meet in the open (Chapter 21).
